
I. MISSION: To develop and upgrade curricula, doctrines and management information system and administer professional advancement of naval personnel in order to support the accomplishment of NETC mission.
II. FUNCTION: Provide library, internet services and other research facilities to PN personnel.
ADMINISTRATIVE RESPONSIBILITY
In carrying out responsibility for the direction of the NETC library, the Director of TDC, establish library standard and policies, provides operational guidance and furnishes professional advice in library staffing, facilities, collections, equipments, programs and services. In addition, the library service is responsible for;
- Compiling and distributing bibliographies, references and publicity materials to promote reading and library use;
- Making studies on improvements and extension of library services;
- Planning, arranging and participating in conferences on library problem areas and overall Navy significance.
NETC command librarian initiate action to assure that within assigned area, there is an effective integrated and coordinated library program. In addition to, serving as consultant and instructors. It provides administrative and technical guidance and assistance to the TDC in accordance with their assigned functional responsibilities. Command librarian plans and carries out a program to organize, maintain, develop and improve navy library services and resources within the area of responsibility, the routine training and assistance. However, libraries with out professional librarian shall be visited at least once or twice a year or frequently if necessary.
The training and indoctrination of the new stag members and the service training of established members are important function carried on through visits, conferences and other means. Periodic conference or workshop preferably annual, are held for library staff members with the group.
AMENDED NETC LIBRARY RULES AND REGULATIONS
Published hereunder are the rules and regulations governing the operation and the use of NETC library.
- PERSONNEL WHO ARE AUTHORIZED TO USE THE NETC LIBRARY;
- All NETC’s military and civilian personnel to include their dependents;
- All PN personnel undergoing schooling at NETC;
- Other PN personnel who are conducting research; and
- Other civilians will be allowed only upon asking permission from O/T2.

- All books, Equipment and materials to be taken out from the library be properly checked and logged by the duly assigned library officer/ librarian;
- Library client will strictly require all borrowers to leave a valid I.D. in exchange the library materials borrowed.
- Borrowers without an ID will not allow to bring out any materials from the library;
- Borrowers are only allowed to borrow four (4) books at a time.
- General reference books such as Encyclopedias, Dictionaries, Yearbooks, Almanacs, Atlases, Newspapers and magazines shall not be taken out of the library;
- Seven (7) days is allowed for each borrower including Saturdays, Sunday and Holidays. Borrowed books and materials shall be returned on or before the due date;
- The borrower can renew his book a day prior due date;
- RESERVED BOOKS: Book with only one (1) copy cannot be taken out of the library, “Inside the library use only”;
POLICY OF THE LIBRARY
1. Silence must be observed strictly in the library at all times;
2. Any library clientele should login during entrance and exit;
3. Authorized uniform;
Uniform of the Day (UOD) – MWF 0800H-1700H and TTH 1330-1700H
Athletic uniform is authorized – 1700H – 2200H weekdays , 1330H –2200H TTH and any time of weekends and holidays.
4. Wearing of slippers and sleeveless are not allowed at all time
5. Eating and drinking is not allowed inside the library
6. Any library clientele shall not use any library equipment such as computer, printer and typewriter unless related to NETC library matters;
7. All bags will be left OUTSIDE THE LIBRARY;
8. Cellular phones, pager, or any electronic devices that produces sound must be turned off while inside the library;
9. Return all books, materials and newspapers after using in their proper places;
10. Proper care of the books while in his/her possession.
E. PENALTIES AND RESTRICTIONS
- A borrower who fails to return borrowed books and materials on due date shall be fined an amount of Five Pesos (Php 5.00) a day for every books. Library receipt shall be issued accordingly. The funds generated out of the penalties shall be the library fund. It shall be kept by _OIC, Library & Correspondence Division.
In case the material is lost the borrower as prescribed by the Librarian will replace it.
